How to enlarge our business market?

Hello, I am the manager of market developing department in Xuchang Harmony Hair Products Co.,Ltd. My name is Karl. I suggested our boss to enlarge our market with a gold membership in alibaba or made-in-china. But our boss said: The market is depending on our quality not money to win. Only if one client can contact us, we will treasure him/her with our heart and conquer him/her with our quality and reasonable price. Market is out of question.
What she said sounds very well. But we can find our clients mostly establishing business relations with us after bad business with our competitors. Although we have good prestige for our human hair products, Obviously,we have fall behind of some of our competitors.
Without clear awareness of market developing with charge, only with your quality,with your best quality, who know you? How to get your market rapidly,establish more friendly relations with the clients immidiately and make more profit? Only with four persons including me in market developing department work hard in B2B or some forum to post,post.......
How can I persuade our boss?
What should I do?
I am confused.
