Silly question re IE

Since updating Windows and IE, I cannot find a way to open a file or a new window in IE. No "Open File" or Open Window etc. I tried to search in the dropdown menu possibilities but found none.
How can I have this feature again? I have Windows XP and IE 7.057xx
