Processing credit card off-line with 1shoppingcart

For whatever reason, sometimes credit cards get declined. On one clients site I was testing the ordering system through 1shoppingcart and mine kept getting declined. But there was absolutely nothing the matter with my card.
In your 1shoppingcart dashboard under /setup/orders you will see this input field checkbox:
... if you have that checked, then people who have their credit card declined get returned to a page that says they can process their order off-line. The message tells them to click the green "process off-line" button towards the bottom of the page. When the declined credit card customer does this, they are immediately taken to your product thank you page, if you have an url specified for the particular product.
The problem is... (digital goods) a little while ago 1shoppingcart starting limiting the size of the digital downloads you could upload to the cart. You are no longer to upload anything over 7MB. This means shopping cart users had to deliver their digital goods some other way — and many people just decided to put a link to their downloads on the thank you page.
Guess what your declined card user now has access to if you've put your download links on your thank you page?
