Hi Lee,
Most of my work comes from referrals; I don't bother with methods to improve traffic to this site. However I went to Google and typed in "The Perpetual Traffic Generator" and found some links and discussion about it.
I don't know Jo Han Mok, but there have been others before him that sold large amounts of traffic for a price. I had a couple of clients buy into it. They emailed me to find out if the server they were hosted on would with-stand the traffic.
I monitored the clients stats and there wasn't any appreciable increase in traffic to their sites. My opinion is that they shelled out some bucks for a bunch of bulla bulla.
Again, to be fair I don't know Jo Han Mok, but if he were delivering targeted traffic, one would think you would be paying a premium dolllar for a service like this.
But you're on the right track — ask around... and find out from people who don't have anything to gain by telling you the truth.
